HOUSEHOLD RECYCLING CENTRE E-PERMITS

Please find below some information on the resident only Household Recycling Centre (HRC) permit scheme. As part of the 2024/25 budget setting process the Peterborough City Council agreed to introduce a scheme to limit access to the HRC to Peterborough residents only.   To achieve this, we are expanding the existing electronic permitting system—currently used for vans and trailers—to include all vehicles.

 

Starting Monday, 24th February, the Household Recycling Centre (HRC) will be open exclusively to Peterborough residents. Residents can easily apply for a permit for their car online and this is live now, with the process taking just a few minutes. An extensive communications plan has been undertaken, this includes a video detailing how quick and easy the process for applying for an E permit is an includes will happen when residents arrive at the HRC. This video has been shared on social media and has received over 35,000 views, please feel free to share PCC’s posts on your own Social Media pages.

 

Vans and trailers have been required to apply for an electronic permit for several years and the system is very easy to use and successful in managing van and trailer usage at the HRC.  

 

The simple steps to apply for a car permit are detailed below:

 

  1. To apply for a permit residents will be required to complete the following steps: Visit www.peterborough.gov.uk/hrc to apply for a permit by providing name, address, contact details and vehicle registration. Residents can also call Peterborough Direct should they not have internet access.
  1. Once successfully submitted, the permit is issued immediately, and a unique permit number is allocated against the vehicle registration number and address. Residents will receive confirmation details of this via email.  
  1. On arrival at the HRC, the vehicle registration will be taken by the site staff and using a handheld device they will retrieve the permit details. Residents should provide proof of address on the first visit to enable staff to confirm residency at this property. Site staff will confirm that proof has been provided, and as is currently the case with van/trailer permits a visit will be logged accordingly.

 

Resident only permitting schemes are already operating effectively in other local authorities. Rutland County Council has a similar permit system for their residents, Nottinghamshire County and Nottingham City Councils both restricts site usage to prevent cross-boundary access. Due to non-residents of Herefordshire and Worcestershire using the Bromsgrove and Redditch Household Recycling Centres, proof of residency is now required to enter these sites in the Worcestershire County Council area demonstrating that Peterborough is not unique in addressing out of area use of recycling centres.  

 

We do not anticipate an impact on fly-tipping. A van/trailer permit system has been in place for several years, and investigations indicate that smaller traders, offering clearances at a lower cost than regulated businesses, lead to waste being given to unregistered waste carriers who may dispose of it illegally. These concerns are unlikely to be related to any changes in policy at the HRC.

 Road Adoptions 

 Road adoptions are carried out by the Highways department of Peterborough City Council. The principal reason that a road has not yet been adopted is that the road may require additional maintenance by the developers prior to adoption or the road by Peterborough City Council.

Parking Issues

Traffic Regulation Orders

The Parish Council with the help of Ward Councillors and Peterborough City Council have implemented numerous Traffic Regulation Orders (TRO's) within Hampton. The double yellow lines can be found in busy areas such as the Hampton center's , schools and to improve pedestrian and driver visibility they are also on many of the junctions within Hampton.

The TRO's are monitored by Traffic Wardens from Peterborough City Council. If you require attendance for a TRO you can contact parking.services@peterborough.gov.uk  or contact the Clerk at parishoffice@hamptonpc.co.uk

Parking on Grass Verges

It is not an offence to park a motor vehicle, with the exemption of a HGV, on a grass verge or pavement unless it is causing an obstruction or there is a Traffic Regulation Order (TRO) in place prohibiting it. 

If there is an obstruction of the road or pavement this is the responsibility of the police to investigate and enforce.

20mph Speed Limit

All of Hampton Vale and Hargate is within a 20mph zone and the Parish Council have installed data capturing Vehicle activated speeds signs to remind drivers of the speed limit. If the information captured shows evidence of continual speeding this can be used as evidence to request that speed capturing cameras are installed.

Litter in Hampton 

The Parish Council contract two Lengthsmen who work within the Parish. 

Dan & Colin the Lengthsmen cover the residential streets in Hampton on a  weekly route schedule. 

If you have a particular problem with litter please ring the Parish office on 07821811123 or email parishoffice@hamptonpc.co.uk and let us know what the problem is and the area affected. We can then divert the lengthmen from their normal routes to take care of the problem. This however may extend the route, and in busy periods such as school holidays the routes may take up to two weeks to complete.

The lengthsmen are also available to remove dead birds, animals, sharps and broken glass.


If you have a concern regarding litter within the lakes or Canals, this is managed by a group of volunteers from the Hampton Angling Association and this can be reported to the Clerk.

O&H are responsible for the dual litter/recycling bins in Hampton and the majority of the parks within the area. O&H have their own dedicated maintenance team working within the area and can be contacted at info@oandh.com

Peterborough City Council are responsible for the larger open spaces such as the outdoor gym and Active Hampton sports fields and the majority of single use bins (they may have a Peterborough City Council sign on them) Fly-tipping is also to be reported to the City Council however, the lengthsmen will report this if it is spotted whilst they are on their daily route.

Houses of Multiple Occupancy 

The Parish Council are working alongside Peterborough City Council to monitor the number of Houses' of Multi-occupancy in Hampton. 

If you believe that there is a HMO that is not on the register, please contact the Clerk so this can be investigated further.
